RFP Released for SMH Redevelopment Project

[New Tecumseth, ON – May 1, 2025] Stevenson Memorial Hospital (SMH) and Infrastructure Ontario (IO), in partnership with the Ontario government, have reached an exciting milestone in SMH’s redevelopment journey to expand and revitalize the hospital by releasing the Request for Proposals (RFP). The new 147,100 square-foot facility will provide a modernized hospital for New Tecumseth and surrounding communities, providing the space, services and care needed to support a growing population.


“This is a very significant step in the hospital’s journey to build a much-needed new facility for our patients, staff and community,” says Eric Hanna, Supervisor, SMH. “An incredible amount of work and planning has gone into this project over the years, and we are closer than ever to bringing a new, modernized, state-of-the-art health care facility to this growing community, providing high quality health care close to home.”

Following the competitive Request for Qualifications (RFQ) process that began in August 2024, three companies were shortlisted based on criteria identified, including construction expertise and financial capacity to undertake a project of this size and scope. The following prequalified teams are as follows:

o EllisDon Corporation
o Ledcor Construction Limited
o Pomerleau Inc.

These prequalified companies will begin preparing proposals that detail how they will deliver the project through IO’s Design-Bid-Build (DBB) model. Key features of a DBB model include increased owner control over the project, as well as a high level of flexibility to respond to changing conditions and concerns.

Once submissions are received, IO and SMH will evaluate the proposals, select a preferred company and then negotiate a final contract. A fairness monitor will oversee the entire procurement process. The successful company is expected to be announced early 2026.

Preliminary site preparations are underway and will continue throughout 2025, including property grading, building retaining walls, a new parking lot and the construction of a new elevated helipad.
