Jeff French

Chair, Board of Directors

Jeff brings more than two decades of senior operating experience to his role as Board Chair of Stevenson Memorial Hospital. Most recently Chief Operating Officer of CBI Health, he led a national network of 185 clinics and 2,500 team members, improving clinical quality, building a more engaged and stable workforce, and strengthening financial performance. Earlier roles at Parkland Corporation, DFC Global, and Canadian Tire gave him deep experience leading operations, organizational change, and major capital projects.

Jeff’s governance background includes seven years on the board of Orillia Soldiers’ Memorial Hospital, two of them as Chair, and service as a Commissioner on the Calgary Police Commission. He currently serves as Treasurer of The Community Foundation of Orillia and Area. He holds an MBA from the Schulich School of Business and an Honours Bachelor of Commerce from Queen’s University.

A Simcoe County resident, Jeff is committed to ensuring people across the region can access high-quality care close to home.

Feria Bacchus

Member, Board of Directors

Feria Bacchus, MHSc, is an accomplished international healthcare executive with extensive leadership experience spanning the public, private, and not-for-profit sectors, with expertise in healthcare, corporate strategy, and operational transformation. Feria holds a Master of Health Science in Health Administration from the University of Toronto and a Certificate in Leadership for Senior Executives from Harvard Business School.

Complementing her executive career, Feria has a strong record of board governance and community leadership. She recently served as Vice-Chair of the Board of Directors of the York Region Children’s Aid Society, where she co-chaired the Risk Oversight and Governance Committees. She has also served as a board member of Obesity Canada, North York Harvest Food Bank, and Job Skills. In addition, she was appointed by the Ontario provincial government to the York-Simcoe Grant Review Team for the Ontario Trillium Foundation, and currently serves on the Dean’s Alumni Advisory Council at the University of Toronto’s Dalla Lana School of Public Health. Feria is also a surveyor with the Canadian Centre for Accreditation.

Feria brings governance expertise in strategic planning, financial, risk and quality oversight, and strategic partnerships. As a member of the Stevenson Memorial Hospital Board, she looks forward to contributing her operational, strategic, and governance experience to support the Hospital’s strategic priorities and its commitment to exceptional, patient-centred care.

Sanjay Dhebar

Member, Board of Directors

Sanjay is a highly rated faculty member and facilitator who coaches and develops leaders towards performance excellence. Clients include organizations such as the Four Seasons Hotel, Siemens, Hoffman La Roche, TD Bank, NN Group, Mercedes Benz, Samsung, Teva, and Sick Kids Hospital.

Sanjay is an adjunct member of faculty at the Schulich School of Business and the University of Salzburg Business School in Austria. Sanjay’s teaching focus includes sales, marketing and strategy. In 2019 and 2020, Sanjay was nominated for a Schulich teaching excellence award as a top Faculty member.

He is the founder of “The Business Workout,” a respected process and practical approach that enables leaders to achieve growth and team effectiveness. He has also recently published his book, “Tool Box for Performance Driven Leaders”, to complement his keynotes on the topic.

With over 15 years of experience as a commercial leader in sales and marketing, Sanjay has worked with various clients across public and private sectors to develop the right strategy, align teams to organizational goals, and deliver transformative results.

Sanjay is the recipient of Queen’s Platinum Jubilee Award for his service to the community.

Nicole Ivison

Member, Board of Directors

Nicole Ivison is an experienced strategic leader with more than two decades of experience in finance, operations, and business strategy. She currently serves as Vice President of Rentals and Strategy at Joe Johnson Equipment, where she leads the North American rentals division along with marketing, inside sales, IT, and strategic initiatives.

Nicole has held a variety of senior leadership roles within the organization over the past 13 years, including Vice President of Business Development, Strategy and Marketing, Senior Director of Operations, and Director of Finance. Her career spans finance, operational leadership, and corporate strategy across multiple industries.

She holds a Master of Business Administration from Athabasca University and is a Chartered Professional Accountant (CPA, CGA).

Rory MacKinnon

Member, Board of Directors

Rory MacKinnon is a McDonald’s owner-operator and community leader who, with his family, has owned and operated restaurants in Alliston, Angus, Schomberg, Caledon, and Orangeville since 2004. His career with McDonald’s began in 1974 as a crew member in Ottawa and progressed through restaurant management and several head office roles spanning operations, restaurant development, marketing, and information technology. He contributed to major initiatives including the opening of McDonald’s at SkyDome and the launch of the first McDonald’s restaurants in Walmart locations across Canada.

Mr. MacKinnon is deeply engaged in his community, supporting local business associations, chambers of commerce, and hospital fundraising initiatives. His contributions have been recognized with several honours, including the South Simcoe Hall of Fame Award and the King Charles III Coronation Medal.

He currently serves as Honorary Colonel of 16 Wing CFB Borden and is an active member of the Clans of Tecumseth Pipes and Drums, where he is Pipe Major and performs at community and remembrance ceremonies. Mr. MacKinnon lives in Alliston, Ontario with his wife and three children.

Michael Miceli

Member, Board of Directors

Michael Miceli is a senior executive with more than 25 years of leadership experience in corporate real estate, infrastructure development, and governance within complex and regulated environments. He currently serves as Managing Director, Corporate Real Estate for North America and Europe at Manulife Financial, where he leads enterprise real estate strategy, capital planning, asset management, procurement, and facilities services across a global portfolio of more than 500,000 square metres.

Michael brings significant experience overseeing large-scale capital programs, operational performance, and sustainability initiatives, including energy reduction and waste diversion strategies across major corporate assets. His career includes senior leadership roles with Revera, Infrastructure Ontario, Oxford Properties Group, and Cadillac Fairview, where he managed complex property portfolios, led capital renewal programs, and worked closely with government and regulatory bodies in highly regulated sectors.

He has extensive governance experience through leadership roles with CoreNet Global and BOMA Toronto and Canada, including serving as Past Chair of BOMA Canada. Michael holds a Bachelor of Administrative Studies in Real Estate from York University and is a Fellow of the Real Estate Institute.

Deanne Minns

Member, Board of Directors

Deanne Minns is a senior supply chain leader with more than 25 years of experience at Honda of Canada Manufacturing, where she has held progressively senior roles in procurement, supply chain operations, and production control. She currently serves as Production Control Department Manager, responsible for aligning sales demand, supply chain capability, and manufacturing execution while overseeing workforce planning to support stable and sustainable production performance.

Throughout her career, Deanne has led large teams and managed complex supplier networks, developed resilient supply chains and implemented operational improvements that enhance efficiency and reliability. She has successfully guided operations through major global disruptions—including the COVID-19 pandemic, plant shutdowns and restarts, and the global semiconductor shortage—demonstrating strong strategic problem-solving and collaborative leadership.

Deanne is recognized for building high-performing teams and driving operational excellence in fast-paced manufacturing environments while supporting long-term business growth.

John Nzioka

Member, Board of Directors

John Nzioka is a healthcare technology professional with more than a decade of experience in digital health, data integration, and health system innovation across Ontario. He currently serves as Product Manager at Ontario Health, supporting digital strategy initiatives that advance data integration across the province's healthcare sector in alignment with Ministry of Health priorities.

Previously, John held roles with Ontario Health, OntarioMD, and Think Research, contributing to major provincial initiatives including system integrations supporting organ allocation and transplant services, and the development of digital data standards for primary care electronic medical records.

He holds a Bachelor of Health Studies (Specialized Honours) in Health Informatics from York University.

Michael Willmott

Member, Board of Directors

Mike Willmott is a Chartered Professional Accountant and Chief Financial Officer with more than 17 years of financial leadership experience in healthcare-adjacent and multi-site service organizations. He currently serves as CFO and Vice President of Finance at Canadian Orthodontic Partners, where he leads financial strategy, governance reporting, and performance management for a $100M healthcare services organization.

Mike has extensive experience working with executive teams, boards, and investors, providing expertise in financial stewardship, strategic planning, risk management, capital allocation, and mergers and acquisitions. Prior to his current role, he held senior financial leadership positions at Dynacare and Christie Digital Systems, where he supported national healthcare operations, led acquisition initiatives, and developed financial models to guide
strategic investment decisions.

In addition to his CPA, Mike holds an Honours Bachelor of Commerce from Laurentian University. He is currently completing his MBA at Laurentian University to further strengthen his strategic leadership and governance capabilities.

Supervision update

Stevenson Memorial Hospital’s Board of Directors is working alongside the Supervisor, Carmine Stumpo, under a formal transition protocol. Full governance authority will return to the Board once supervision formally ends by order of the Lieutenant Governor in Council, following the delivery of the Supervisor’s final report.
